Minimum Requirements
To be considered, your business must:
•     Be a licensed entity in good standing
•     Carry active liability and professional insurance
•     Submit a complete response to the listed RFP, including relevant qualifications
•     If your industry requires a bond, a copy of that bond must also be provided



ITEMS NEEDED FOR YOUR SUBMISSION TO BE CONSIDERED:

1. General Information
•     Solicitation number, title
•     Contact details for the contracting officer
•     Submission deadlines and delivery instructions
•     Method of submission (electronic email)
2. Statement of Work (SOW) / Requirements
•     Detailed description of the work you will provide to fulfill the needs
•     Scope of services or supplies 
•     Performance standards and deliverables
3. Anticipated Terms and Conditions
•     Contract type (fixed-price, cost-reimbursement, etc.)
•     Applicable regulations and compliance requirements
•     Payment terms, funding details, and place of performance
4. Proposal Technical Requirements
•     Technical approach, management plan, past performance, pricing
•     Format and structure of proposals (sections, page limits, forms)
•     Certifications or representations (e.g., small business status, conflict of interest disclosures)
5. Evaluation Criteria
•     Factors and subfactors used to judge proposals (e.g., technical capability, cost, past performance)
•     Relative importance of each factor (e.g., technical may outweigh cost)
•     Basis for award (best value, lowest price technically acceptable, etc.)
6. Schedule and Deliverables
•     Timeline for contract performance
•     Reporting requirements and milestones
•     Conference or meeting participation if applicable
